What is the difference between a full credit voucher and a fixed value voucher?

The voucher is issued without an indicated amount and covers all costs for the rental, including additional costs such as fuel charges.

Fixed value voucher
The voucher only covers the amount indicated on the voucher. Eventual additional costs such as fuel charges are not invoiced to the travel agency but debited on the customer’s credit card.
